• Tier 1 and Tier 2 Stone learning scrolls can be bought from Skill Master Ruby in Roumen, the 4 class Masters in Elderine, and the Skill merchant in Sand Hill
• Tier 3 Stones learning scrolls can be bought with Fame from Item Merchant Nina in Elderine.
• Tier 4 Stones learning scrolls are not yet available in game
• There is nothing in Step 5
• Lucky and Blessed Stones cannot be produced this way

Note: A good way to make money and get stone production points after you can make lix[1] is to buy 150 elrues (100c each), mine 150 copper lq, and sell the 50 lixes (1s to 1.5s each). This way you make at least 35s and 200 skill points. I think xirs aren't useful for selling just upgrading.
