Well you don't have to be in a shop but if you leave the game open overnight you usually get it.

I think if you stay in the same map for 3 hours you get Stammerer, 5 hours in the same map gets Fiesta Rookie, etc.

I went afk to go to tennis practice with Fiesta running and a vendor up, came back 6 hours later and I had those two titles. Yet when I nolifed for one day (8+ hours) I still didn't get Fiesta Citizen.

as far as i know... "Fiesta Citizen" is like 13hrs on vendor or home... i think more on home than in vendor but oh well

you dont have to be in a vendor or home to get citizen.

i got citizen by setting my char to dance 3 on the bridge at FoM and going AFK overnight.
