so what lvl should I have one?

Right away, if you have the budget. If not, then level 50 would be a good start. Since, you'll have your mist at 51 then you go pwn.

Yeah, if you can afford the luxury, asap. If it's a squeeze, you only *need* one if you plan to be PvPing in my opinion. It is nice in PvE because it makes things go a lot faster, but I don't think it's essential. However if you want to be serious about PvP is is essential, imo.
Edit: Also I think it depends what class you are, for example for a full support cleric a +9 wep isn't really necessary.

^ this is in the archer thread.
And imo it is essential for PvE as well, comparing to a +0. Soloing or partying, whatever you kill it makes it faster 
Had my first +9 bow at 50. 2nd at 60. Then switched to xbow at 70, +8 but it still works good. For 8x... Hmm... Might switch back to bow... <---going off topic 8D |

My bad Dx kinda just clicked it from the forum index page.
Curious, do you think it's more essential to enhance if you use a bow rather than an xbow, because of the dmg difference?

Enhance as soon as possible. Since you dont have Mist yet you need to get as much damage from something else. Youll love it when you do the werebear repeat quest.
I would suggest getting an Xbow at 50+ because when you aoe/kite you will need the extra damage and crits.
