Its easier for the seller to sell a computer without the OS as it looks deceptively cheaper but for the new user when they get the computer they realize they cant use the computer because an OS wasn't included so then they have to go out and buy the OS.
My computer came without an OS I had to buy the OS separate and install WIndows 7 myself. Its much better installing windows now compared to several years ago back then you needed a floppy boot disk to load the windows OS disc.
If its for 2-3 years go with that but try and get a 5770 in the PC if you can. If not that looks good enough for a basic budget gaming computer.
