I got this from Forest of Tides 300% Event.
Stats were: [Not 100% sure, i recently sold it]
10 Str
4 Dex
10 End
Lvl: 39
Again not 100% sure on stats.
Edit: Obv, who drops it.
Edit2: What does Thunder Broadsword look like ?
