While it's possible to get somewhere without using much cash shop, it's getting harder and harder to do so, and in view of most of the recent updates being competitive based, like free PvP area and Battlegrounds, it seems pointless to try to play against cash shop users without doing the same.
My ideal view of a cash shop is that it should comprise of primarily "candy" or things that do not give any massive swing advantage over people who do not have the same item.
Things like Beauty Shop, Stat/Skill reset, extra Storage, extra Stone capacity, Blessing of Teva, Pets, Houses, the non-stat giving costumes and mounts are what I'd consider good examples of this.
I have little against +Exp Cards, +Drop Cards, Crit Costumes (although the size of the +crit is getting a bit stupid), Extenders, Superpots and upgrade stones.
I am significantly annoyed however by things like charms of might (which are imo, actually better for exp gain over the same time period than an exp card), charms of defense and the +50% damage +50% armour charm that comes in the tough cookie pack. It's practically useless trying to pvp against someone using those (they add magic attack and magic defense too) if you do not have them yourself, and good luck trying to win an arena competition against someone using those too.
