Anyways, I would say probably 90-100. This was my opinion before the new quests were added. It would be the hardest to level because of the sparse amount of quests. Also, levels 100-110 should be something you would want to do, as in terms of leveling...? So I would say it wouldn't be worth it to skip from 100 to 110? idk o.o
