Meh, yeah, he could have said it nicer, but its kind of true, asking for a free game without a cash shop is like having your cake and eating it too. Too good to be true. Gotta remember these are companies trying to make some money :P As much as we've like to believe they're purely here to serve us, they're not.

Most games don't put much logic into that. The skills don't provide much tactic. You MIGHT want to try DDO (Dungeons n Dragons Online) they put a little more thought into their weapons and armor. Like people with heavier armor swim slower and drown easily (cuz it makes sense) same with weapons.

If you want a game that doesn't require you to buy cash shop currency then go look for ones that allows players to trade said currency for in-game currency such as all PW games.
But you'll probably be back here complaining about how you have to farm for the gold and that the exchange rate is expensive/outrageous.
