Yeah, there are four groups of 3 in a total of 12 (because 12 divided by four is 3).
So say, group 1 has 3 people. Group 2 has 3 people. Group 3 has 3 people. Group 4 has 3 people.
Group 1 is the legals.
Groups 2-4 are humans.
Therefore the ratio is:
1 group of legal : 3 groups of humans
1:3
Think of ratios as fractions
3/9 --> divide both numerator and denominator by 3 --> 1/3
You are getting confused with how much of the population the legals take up (i.e. legals take up a quarter of the population, because 12/3 = 4). But the ratio of legals:humans is a different.
