Another option, if you have a router, would be to log into the router, and set up a block that way. On mine, for example, if I wanted to block my parents from going to youtube, I would add a rule saying to check all HTTP traffic from 192.168.0.51 (Their machine) for *.youtube.com and send them a nice little blocked message if successful.

This is not the best method. Not everyone has Windoze installed on their C: Drive.
A better alternative would be %windir%\system 32\....
