So Firebolt for example, you are able to spam the skill... next you can choose to lower its SP cost and max damage or choose one or the other depending on how you play. Priority-wise, it's pretty much in order of when you get the skill. Don't worry, you'll have enough points because by the time you get to Inferno... you're level 65+ ^^
Btw, ignore the Lightning Bolt cause that only applies to another version.
