Question about scrolls and skills...

I have obtained some tier one scrolls (concentration increase if i remember correctly) and tier one potions (strength increase) from quests, but i have both potion and scroll production skils but cannot find them under step 1. does anyone know how to make or obtain more of such scrolls?

Also, i have heard that skills like divinity and evasion, when learned, improves the evasion/sp gained from subsequest level ups, and that these skills must be learnt as soon as possible. can anyone please confirm if this is true? thank you.
