Rick is just a NPC, standing near the bridge in AR. Rick's quests start at lvl 108.

Rick's quests are:

I'm not a child anymore (just bring a letter) Rick's Seed Money 1-5. Rick's Skin, Wax , Pie, Jewelry and Nutricion.

Most of his quests are in Tree of Origin.
