i got the licenses and put them on my bow and i have the boogy one at max now and working on boar and ratman but my attack rate doesn't change and i'm not noticing a difference in damage at all. so am i just completely oblivious to this supposed 30% damage increase just from the boogy one or is it really not adding anything and the only thing i'm getting from it is a new title?

It should work as long as you're attacking boogys. The licenses don't increase ASPD, it only makes you do more dmg to the monster

that's what i thought but even against boogys i don't remember there being a difference

Currently, I have not observed any difference.

My Spiked Club +6 that I no longer use was a Mara Pirate Elite Dominator, with damage at 35%, yet I hit the same as I did before I registered a the Mara Pirate Elite title.
