Firstly - Heal - 5 points in cool down, 5 points in SP consumption (Heal power can be added further down the track, lvl 50+)
Then, are you more likely to be a party cleric, or solo cleric?

I also suggest 5 pts to cooldown for rez. in KQ's as a cleric I have been depended on for rez but because of its 30 sec coolown it would take too long to rez when more then 1 person would get killed. filling the cooldown rate takes 9 sec off the cool down. I find it to be helpfull in the fast pace fighting areas.
