Why A (Cartoon) Bear, You Might Ask?
Well, mainly for the view of Danger, as in someone looking at a Bear. Yes, he may be cute and furry...
but the odds really are.. It'd Rip your Face off.

sterotype of 'Bears',

Pedo Bear typically is shown stealing children, running from the FBI and occasionally limping around missing a foot (From a Failed FBI Bear Trap)

The meaning be, that if you watched the show, that episode involved the class that the girl is in, running a cosplay cafe; they needed a way to attract customers, so someone dressed in a bear costume... The original picture featured the same girl hugging the bear... Someone replaced the bear with pedobear, thus causing the picture to kinda be funny...
