So for 3900 Sparkcash u r getting/giving 100s if he is selling for 10s/ea.

No dont think so... i think u get 10 scrolls which u can use one at a time... (r u getting it mix up with stat reset? seems like Skill reset can be used 1 at a time...)

Nope if you click u get 10 Scrolls that u can use 1 time.
On every use u will have 1 scroll less.
