Job change problemc

Hi, my archer has reached level 20 and now 21 but I cannot start the job change quest for some reason. I have visited the scout master in Elderine and Sean in the forest of mist with no luck. Can someone tell me what I'm missing? Thank you!

Hi again, I just now discovered the "Quest List" button that some npc's have if they offer multiple quests. And it only took me 21 levels to find it!!! Problem solved.
