These users were exploiting SparkCash and its function as an excellent form of currency for your transactions. While we are not at liberty to publish the names of the users involved in this violation, rest assured, we have permanently banned every individual who was involved with the misuse of SparkCash. These users misused SparkCash in that they bought SparkCash, proceeded to purchase items and then charged back the transactions. This behavior is not tolerated and is in direct violation of our Terms of Service. It is crucial that SparkCash and the transactions in which our players participate maintain integrity and judicious practice. If you or someone you know is exploiting SparkCash, please consider this notice warning that those accounts will be terminated immediately. This is a very serious matter and our team here is on vigilant watch. Thanks to every one of you who help us continue to build great games and maintain the vibrant and friendly community that keeps us all coming back to Outspark.com.

Most chargebacks are done through PayPal. It's funny how PayPal still doesn't do anything really about clearly fraudulent chargebacks.

and why do they say theyre focusing on improving the game when all of their concern is about Sparkcash?

Some players were using PayPal chargeback to essentially get free items from the cash shop. They first buy the sparkcash using Paypal to purchase their cash shop items, then they used chargeback as way to get their money back.

I agree with Hessah, no one (not even the people actually doing this to outspark) would want this done to them. It is stealing period.
