Not-so-simple Lic Question

Let's say you had 3 lics on a weapon.

All of them were Completed at 40%. So +1% crit.

Would you get +3% crit because you have 3 lics @ 40% Completed? Or do you just get +1% because only one lic counts?

Only one of the license counts with the highest amount of crit %... even with all of them the same it'll just be 1%.
