I'm not sure where you got that from but most build are:
25 SPR and rest into either END, STR, or DEX.
Level 18 isn't too hard to get to again so if it bothers you, you can restart. Otherwise, you should decide on what you want to have as a main stat and invest points into that. I would suggest that you round off the stats into increments of 5s...

i know what str and spr add,but what dex do?
i mean str add power to attack,and spr add crictal.

dex increases your chance to hit the enemy, which is actually fairly big at later levels. It also increases your chance to dodge an attack. If you check the wiki it'll give more detail ( http://www.fiestafan.com/wiki/All_About_Stats)

The stats themselves aren't bad. It's just that when you stretch your stat points to 3 different things... you become a little less powerful. The most you should really invest is 2 stats. Most archers get the SPR to 25 then choose between going STR for added power, END for more HP and defense, or DEX for evasion and aim.

That is good, or you can do what i did which is 25 spr, then 2:1 ratio of str to dex. This gives me the crit from the spr, good str damage and some aim and dodge from dex.

Basically from what I've seen, the stat choices are the same for almost all the classes (maybe except mage. Although i did get a suggestion about a full str mage before hehe).

What is a build that suits the bow, and one that suits both the bow and crossbow? It still hasn't been answered :S

I'm not sure what is the best build for a bow. I'd suppose you can do the SPR and STR combo to make up for the lack of damage compared to the crossbow. Of course, any build that is good enough for the bow will be just as good for the crossbow.
My build with the crossbow is 25 SPR and rest DEX. I did this to make up for the Aim on the crossbow and I've always thought that Archers should be able to dodge more than just sit there and take hits. I make up for END with my crossbow and two END rings.
Power Archer: STR:SPR [Make up for HP/Defense with END Rings]
Defensive Archer: END:SPR or STR [STR Rings or END for added Defense/HP]
Evasive Archer: DEX:SPR [END Rings]
Hybrid Archer: STR:END/DEX:SPR [Whichever you want more of: STR, END or DEX]
Cap SPR at 25 and rest into whatever stats. Hope that made sense?
