Looking to buy some equipment

I recently made level 23 and would like some new duds. I'm still wearing the same worn out stuff from since I could afford it(I think since like level 10 or 15

)

Can I get decent stuff from NPC's? and which ones? Or should I be looking to buy from other players? and what(approximately) should I be looking to get?

I'm not anywhere near filthy rich

I think I currently have maybe 16s total savings

I've probably ripped myself off every single time I've sold stuff. I bet merchants love me

I sold a +4 lvl 15 bow with some licenses on it(not maxed) for 4s, does that sound good?....bad?...........

I meant buying from an NPC. You can either A) buy NPC items from other players cheaper or B) Buy something with stats on it for NPC or slightly higher prices (depending on the stats).
