Alright, here's how it works:
When you complete a license that goes up to AT LEAST "Destroyer" status, you get crit bonus.
The levels for the licenses go something like this:
Killer -> Executioner -> Eliminator -> Assassin -> Dominator -> Destroyer -> Slayer -> Terminator -> Annihilator -> ?
Starting from Destroyer, you get +1% crit for every step you take forward. So at Destroyer you have +1%, at Annihilator you would have +4%.
How far up the levels a license will go is tied to the monster's level it represents. So higher level monster licenses go up further. As mentioned in this thread, a Harkan license will go up to Annihilator. Further than that I don't know the levels, but I'm sure it doesnt stop there.
Furthermore, you ONLY gain this crit bonus from 1 of your licenses, I'm assuming it's the one that goes up to highest level.
So let's assume you had a harkan license at maximum (Annihilator) and also two other licenses that go up to the same level at maximum. Your crit bonus would NOT be 4 + 4 + 4, but merely just the one 4%.
