Well, that honestly depends on what server you are on and who you know. I know that on Bijou I can get parties/duos all the time in cp/uruga and is why I made it to lvl 40 so quickly. My last 4-5 levels have all happened in the last week or two.

Most people only power level their friends or guildmates, unless they're extreeeeeeeemely bored. =x
