Yea, they have a tutorial where you can learn the game, and they also have practice games where you can play against npc's. But you can just play against regular people because the game chooses your allies and enemies. It's called a matchmaking system. They put you up against people with around the same elo as you. And also, since you'll be new to the game, when you solo queue (when matchmaking finds a game for you) you'll be in newbie island so you'll only be match up against other new people, so you wont have to worry about a pro being in your game. Unless they have a smurf account. Though if you've been in queue for more than five mins, which you shouldn't, you have the option to get out of newbie island and play against regular players.

Not sure if your looking at the wiki or website, but currently the wiki champion pages suck, so you should go on the official site and look up champions there.

Jungling is when instead of going in one of the three lanes, you go into the neutral creep spots instead. Which are the areas that ralath circled.
Also, if you visit their youtube channel
here. They have videos about their rune and summoner system and also a walkthrough. There are also guides on the official forums which will help you learn about the game and the champions.
