There is supposed to be a newer file version called FiestaFull-1_205_0.exe.
The one you downloaded up there is FiestaFull-1_204_0.exe.

put it into your c drive. you don't need to run it from an external hard drive.
probably better to save it onto your c drive when you download, and make sure it's got enough space for the full installation. i think you need 3 gigs on the c drive to be safe. installation might be corrupting as someone said earlier if you download it straight to your d drive.
just speculation.

Try to give admin access to C:\Xeon\AppData\Local\Temp
Just run it as admin and make sure it let's you write and isn't just read-only.

Unlike XP, in Vista, the default action is not performed with elevated privilege. That's why you have the "Run as Administrator" option there.
So have you tried this this thread yet?
