When you should use a Staff: If you're partying at level 30+ in Collapsed Prison or Uruga. If you try to use a Wand, even with a power scroll, you will miss a lot and pretty much be useless.

When you should use a Wand: When fighting mobs your own level or lower. And by that I mean Yellow, Green, or Gray mobs.

But I prefer to just use a Staff either way because they look better except the Roumen Staff. Thats just ugly as hell. And the level 60 Staff isn't that great looking either.

Roumen: Level 1-15 weapons.
Elderine: Level 20-50 weapons.
Uruga: Level 60-70 weapons.

Thats all I know as of right now. I won't know more until the level cap is raised and they begin adding in more stuff.
