Ok, lets get straight to the question, will you lose some skill points when you upgrade it by buying the lv 2 skill scroll? And if so, what skills should I put some skill points into?

No, the skill empowerments apply to all levels of that skill. Is that what you're asking?

Oh yeah the level 2 mag miss has 4 sec cooldown time, but when I decrease the cooldown time by 3, it stays at 4 sec cooldown time. Wtf?

It should say something like 4 sec (-0.04sec) in yellow writing.

And double check that you have put the points in by clicking "complete" after you've assigned the points in skill empower. Because you can just do a test on your skill points, and it's not confirmed until you hit "complete".

Oh, another question. I already have 4 in my LEVEL 2 magic missle. So that's 0.8 sec off, right? But when I get lv 3 magic missle, will it stay at 0.8 or will it increase?
