They are dropped by things in prison and up I beleive.

I think Teq mentioned that you can go in at level 30 with a party, level 35 to solo.

Ended up getting one off of someone after shout spamming (Announcer title was attained somewhere in there) but I got one ^_^

Below level 30 you should probably just buy them since you dont need that many.

i got a good few from Tequila and kept them for the reason someone else might need them too
