How do I put a license on?

A ratman dropped a Ratman License. I think they are suppose to go on my weapon. How do I put the license on my weapon?

go to eld and talk to the guy by the healer and u put it
on there ^.^

There was a quest that teaches you how to put a license on a weapon anyway. :/
