A good friend of mine claims to have gotten them once from a hero mob (mutant wolf, king boogy... huge greenky etc) but ive never had success with that, i just always get a named weapon from them but not blues.
As for blue jewelery, I have gotten a legendary necklace of roumen 5 times from hob fighters now which seems oddly higher then the very rare chance it should be o.O
