How do I become a mod of FF?
Or is it too late; and all the mods are set?

The last time they chose mods (and I was a n00b at the time and didn't really know what was going on), they had people nominate names and then a poll to choose the people.
But this was after 2 mods were too busy and they got demoted (in other words, there was an opening.)

The poll was something a member did and was purely for fun. The mods were chosen based on nominations and the reasons given in those nominations. And yes, two mods became inactive and there were openings.

The poll decided that? I think the poll was just an unofficial "who do you think it will be" sort of thing. The decision is made by the admin and other mods in the end though.
