I think the more top tier scores you have, the higher your score on the leaderboard. That means, the more no.1s you have for games in the Arcade, the closer you are to no.1 on the leaderboard. If someone had a lot of really high-scores, they'd be on top of the board.
Example, suppose there's only one game in the Arcade. I'm guessing the ranking on the games hi-scores would be identical to the leaders on the leaderboard. The board tabulates the high-scores that everyone has ever got in every game they have ever played in the Arcade and compares them against each other.
