the old squad 3 captain was Ichimaru Gin, whose bankai I really want to see as well. But my question with the new squad 3 captain announcement is that why is there also a new vice captain? Kira Izuru is the current vice captain, and he certainly didn't defect. Maybe he resigned?

I think I figured it out...

Halibel isn't 1, because this is Bleach.

I think she's 3. Just like Nel. :3 Can you say "cat fight"? You know its going to happen.

Stark is 2, because he's super fast and tall, but he's too lazy to be 1.

Old Man (who looks like viasta's neighbor) is left for 1. He looks pretty strong-ish.

Halibel, Stark, Old Man's numbers aren't revealed yet. Why can't they reveal it D:! And where is Halibel's tatoo? She's already revealing enough, and it's not revealing her tatoo number! Could it be at that spot? I hope they don't show it :/, my mom would think I am watching inapproiate things and bans BLEACH from me D:.
But yeah, here's my guess of their numbers.
Stark, #3, he's like Gin, the former #3 Captain, careless and he's like a "eh, whatever" type like Gin.
Halibel, #2, she dresses like Soifon, but in a more revealing way, acts like Soifon and Yoruichi, calm, and have that killing/emo face like Soifon and have same weapon as Soifon.
Old Man, #1, just like old man Yamamoto and my neighbor, probably super experienced, smart, and cant see his eyes, unless he opens it fully which he never had, and can kick ass like Yamamoto.
