Champions scale a few different ways. Combat effectiveness is DPS multiplied by HP...
So...
Good N^2 scalers:
Annie scales at N^2 -- CDR * AP
Olaf scales at N^2 -- HP * HP
And a typical N^5 phys scaler (more like N^3)
Ashe scales at N^5 (really, more like N^3 beacuse a lot of these are not easy to scale in game) -- Dmg * Attack Speed * crit chance * crit damage done * armor pen
Only champion in the game that truly scales at N^4 prior to this patch? Twitch and Tryndamere, ad Tryndamere is far more conditional and easier to CC.
Twitch goes another level over that with his multi-target auto-attack ult that also has on-hit procs. Just not easy to balance

No other champion can really pull off the AoE damage that Twitch can. Miss Fortune kind of has a similar effect but hers is a channel, doesn't proc, and does less damage than Twitch's.
And in some ways, this change actually helps Twitch because it can help him ignore Exhaust, help position himself better, etc.
I think he's going to be fine. Riot does a pretty job at champion rebalances. They're new champion releases can be kind of hit-or-miss but rebalances have been a lot better.
