There are a few things I want to note:
PvP is not fully functional yet but the zones are accessible. There was an issue with getting the PvP working properly (which is the reason for delay). This will be fixed by the end of this week or Monday latest. There is however a weird bug where you can initiate PvP by using an AOE spell.

Why am I not at all surprised?

While I for sure for sure don't like the delay and bugs (which happens in every patch apparently ... >___>") I am sure glad they're keeping us informed.
When they just left us in the dark about what was about to happen, like this ... :

"GMs, please fix this problem!"
- silence - ...
"GMs, please help here!"
- silence - ...
"GMs? o___O"
- ... -

Good point. and Spirit did already say there's gonna be bugs. :|

Though if you can use an aoe to start the fighting, I guess that would put everyone into a position to start it except.... clerics. >_> lol.

Although, no fighters in the lower levels can start it either, but once they get devastate, I guess that'd work.

Lilian just tried it with kev...

Dev hits another player... including party members... but after that u still cant hit each other....

so there's nothing to "initiate" for fighters... just 1 hit.. keke
