There's an update on the city/state thingy.

Once I get a final list of countries or city-states that are in the League, I'll post it. But for now, let's assume there are 5:

Demacia
Noxus
Bilgewater
Ionia
Bandle City
Zaun
Pilltover

You would pick a city-state or country to represent, and then your time would be contributed to it. Each game you participate would give x number of points, with wins giving an extra (.y)(x) points. This allows players of all skill levels to contribute to their country, even if they aren't winning much.

At the end of (period of time), some type of reward would be given out to all city-states and their participant. This could range from a special summoner icon, to a special champion skin to all who participated in a certain number of games, to IP or even RP - it really depends on Riot's choice, what state this idea is currently in, and other factors. If it is going to be run by me, likely the reward would be a bunch of 10$ riot points to the players who contributed the most, regardless of country, and I could perhaps convince Riot to give a special icon to those who were part of the winning country.

To answer a few questions: if a ranked match pitted 2 noxians, 1 demacian, 1 yordle, and 1 bilgewater (team A) against 3 demcians, 1 ionian and 1 noxian (team b), then the number of games played would be this:

Noxians would gain 3 games.
Demacians would gain 4 games.
Ionians would gain 1 game.
Yordles would gain 1 game.
Bilgewater would gain 1 game.

Then, if Team A were to win, the number of wins would be applied this way:

Noxians would gain 2 wins.
Demacians would gain 1 win.
Yordles would gain 1 win.
Bilgewater would gain 1 win.

A completely random idea: teams in big tournaments run by Riot would represent a certain city-state or a faction within it. For example, if there were 16 teams, 1 team could be representing the Noxian High Command who is wanting to get Darkwill out of power. Another team could represent Darkwill, who is trying to conquer the Ionians right now. The story of the game would progress based on who wins the tournament.

I want to know more about the other cities before I officially choose who i'm going for.
