I guess its just a bug... I dont see how running a strong current through a person will heal bleeding... (dont try that in real life, the test subject will probably die)
I have PM'ed a GM showing the videos, I am just waiting for the 'investigation' I will wait a week, if I hear nothing then i'll PM again to check up on it. But with the class balance problems and all the other bugs, i'm not holding my breath this question of "bug or not" will be answered any time soon.

Oh and according to dictionary.com
Cauterize:
to burn with a hot iron, electric current, fire, or a caustic, esp. for curative purposes; treat with a cautery.

So it could be that lightning cauterizes the bleeding... but that may be thinking too far into the situation. With the amount of bugs in the game, this could be another bug that doesn't happen all the time?
