I would actually hope it comes at higher levels, at least in the 80s. There are way too many players who don't know how to heal when in parties, giving them an AoE attack at a low level would cause big problems. I know that sounds funny coming from a player who solos and avoids parties as a cleric, but for the good of the community as a whole, I would leave it as a higher level skill.
