Every 8 lvls new armor/weapons....BUT. You can lvldown gear. I seen lv48 gear being downlvled to lv40. Also superior gear, which can be crafted or found in Hell dungeons is always 8 lvls ahead in strength and scales up better when upgraded. Potentially, there is no end to downlvl gear, but the odds get slimmer each time for succes, and it costs ALOT of gold. Then you can upgrade it to +11, which on armor also gives huge hp/mp bonus and absorb as well increased defences.
Then there are honor sets starting at lv40 but also a lv50 set. Which gives set bonuses and are of superior quality. So they are even better then superior gear. Also have added pvp bonuses versus other nations. But are untradable! These sets also have a armor glow effect. You have to pay honor points for them, which you can only get by pvping and killing alot. In huge raid partys, honor gets shared when some enemy is killed. And its adds up fast. But it will takes a long time before you will have a full set.
Then at lv50, unique sets can drop. Which like are like honor sets, but more geared towards pve. Also have more set bonuses to them. And are tradable. Every piece of armor/weapon can also be enchanted 3 times. Which can be random or enchanting orbs can be used with a fixed stat. Higher lvl gear tend to get better enchants.
Gear means ALOT in this game. A lv20 with uber gear can have the strength of a lv50 with vanilla gear minus the skills. Ofcourse, this wont happen anytime soon on a new server.
