I'd assume that they would try to make a stun-crit rate fair for all the classes or have different rates for each class respectively.
If chances to stun-crit were tweaked according to class, I'd imagine that Fighter's would get the lowest chances due to their already possessing the best 'stun' in the game, with the highest duration, lowest cooldown and most damage. A Fighter with some luck could forseeably keep a mob stunned for the entire duration of combat.
Mages or Archers would be next lowest, depending on the devs on which class has lower chances to stun-crit. They might decide to give Archers the lower chances due to their having the highest natural crit % or it might be Mages due to their emphasis on already higher consistent damage than the Archer class. Mages also already have a 'stun' skill albeit with a long cool. Giving the Archers higher % to stun with a crit might also lessen complaints leveled against game-balance and the 'uselessness' of Archers in a party.
Clerics might possibly get the highest chances to stun-crit due to their low lethality and high durability. Trip was supposedly to stun and Bleed to inflict the bleed DoT so they might give a higher % to Clerics to compensate. Clerics, like Archers also have no other ability to 'stun' a target with a skill. Combined with the Clerics decent crit %. Clerics might receive the most benefit from the stun update.
All this is moot however if there is a static stun % for all the classes, though chances of this is lessened somewhat by their saying the rate is random. If the rate however is truly random and independent of class, then that might be a problem for some classes, as some would be favored exorbitantly more than others.
