Here's the thing. In order for the game to stay up and running for the ones that do not/cannot buy things in the CS, they NEED us that can and will buy from the cash shop. We provide the company with money needed to run/better the game.
With that said though, I think they are trying to keep cash shop users, non-cash shop users, new and old players happy. They are just limited on what they can do, when they can do it and how they can do it.
But, yes, allowing the Beauty Shop coupon to be given as a quest reward shows that they DO care about the non-cash shop users and they are giving ALL the players a fair shot at something that a few months ago everyone was complaining about because it was only available to CS users.
No matter what they do, they will never be able to make everyone happy. But, they are making an effort, so we need to make the effort to realize it and be more patient with them.
