There was one in Roumen during Closed Beta, but they removed it now. Plus, why would you need an arena, if you can do on-spot challenge?

The reason for the arena is to keep lag to a minimum in towns and/or fields. If you've got random fights popping up everywhere with skills and whatnot it can get chaotic.
