Well, if it is anything like the Korean version I play on, they are all lv.89's because that was the previous level cap. Our last patch(in November)brought in the levels 90-99 and level 90-99items. So, those would all be people who haven't leveld up yet since the new level cap was brought in I would guess.
Also, as far as feeling lowbie-ish, a lot of the guilds on the korean servers won't even accept you anymore unless you are over 80.
