I dont get it, what exactly are licenses supposed to do, do they really increase your damage overall or just against that type of monster?

I thought the game was pretty self-explanatory on that part.

A license on your weapon will increase your damage by a bit against that particular mob. More bonus is added as you kill more of the monster and gain the higher titles for the license. If a license is for a high enough level mob, then it will also eventually start giving out bonus % to your critical rate on your weapon.
