I've soloed pretty much through the 40s on Harkans. I've found that I can go either along the river near the 2nd bridge that goes to prisoners. Or the spot around the rocks near the gate to Goblin Camp. Those are the two best spots for me. Once in awhile a mob will spawn right where you're resting... but you can't really control the people running past.
