Its a character based Rotation encryption. If you go google Caesar encryption you can find a bunch of decrypters which would have decrypted the sequences for you. 
Although I did it to see what it said, I didn't participate as I didn't want to take death road back to uruga... |

They should have used a ROT scheme (it appears they did), which would then yield the result in Navajo. Then, one would have to find out the English equivalents...which would of course, be in code. "The turtles are singing at midnight..."
