Yes, you are good to enhance ANY jewelry to +3 without worrying that it will break - no cash shop stones are needed. It has been this way for at least a year. My L95 blue Rings of Paradise and all other jewelry have been done this way without issue. If you notice jewelry in people's vendor stores, they are almost always to +3, because even a kid without any real life money can enhance to +3 without the possibility of losing a good piece to breaking.
