I don't know if you should max out things as fast as possible. From how I see it, you get less increase/decrease of a particular stat each time you add a point to it.
For example if you put your first point on damage on Power Shot, you get a 43 damage boost (note: these aren't the exact numbers) and you put another one you'll get around 23 extra damage. In this case I think it would be wise to add for example a point on SP decrease before you add another point on damage.
Also, I don't find much use to increase the time on DoT damage. I'd just like to fire another one if the previous one goes out. Also, it's pretty useless for grinding since the mob is dead before the time goes by anyway.
Now a question of myself, what's the max of points into a stat of a skill?
