I believe that this version was intended for English speaking players. However...I feel that Outsparks main focus might have been North America. It's not like it matters anyway.

Yeah, he seems to not realize that it isn't only NA that speaks English, but I can't stand it when people in say India, for example, think that events should be Indian time.
Though I do agree that he's ignorant, a link on the Korean site says the NA version. :\

they didnt say "This version is exclusive for North American users."

Reserve for an english speaking audience when the NPCs can't even use proper grammer / english.

The NPCs speak or say worst engrish then the people in China that plays on the North American servers.
